Finance and Asset Management

The Finance and Asset Management Service Unit is responsible for all the finance functions of the Force and management of Force assets. The unit manager is the Director of Finance and Asset Management and the management team comprises the Finance Manager, Estates Manager, the Fleet Manager and the Procurement and Contracts Manager. In addition the IT Manager, Communications Manager and Telecommunications Manager all report to the Director of Finance.

Finance

This section is made up of a dedicated team who prepare, monitor and provide advice on all aspects of the Revenue and Capital Budgets. This section also monitors and controls the expenditure and income of the heads of corporate budget heads, and undertakes the following activities;

  • Processing of all accounts payable and receivable
  • Ensures integrity of the financial systems and audits the financial regulations of the Board.
  • Provision of technical advice on VAT and the Construction Industry Deduction Scheme
  • Monitoring of the Service Level Agreement for financial services with the Director of Finance at Highland Council
  • Administers the Force's element of the computerised financial systems

Business Management Unit –

supports all Service Units at Headquarters by providing business support and financial administration services.

  • General Administration –responsible for the provision of reception, mailroom, reprographics and conferencing facilities.
  • Catering Services –responsible for providing a comprehensive catering service for staff at Police Headquarters, for staff and visitors who attend HQ for meetings and training, and for the provision of prisoners’ meals for Inverness Area Command.
  • Building Services – A team of staff are responsible for the caretaking, cleaning, waste disposal and recycling at Force Headquarters.

Estates Management

This section provides 2 distinct types of service to the Force;

  • The building maintenance programme of the Northern Joint Police Board's Estate of houses and Police Stations. Each board property has been valued for the purposes of the asset register.
  • The review of Capital Projects. Capital funding is restricted and the best use of the available resources is ensured by option and investment appraisal through full and active participation in the Capital and Project Monitoring Group.

Fleet Management

This section provides two main services to the Force;

  • Vehicle service and repair. This includes vehicle recovery, installation of light and sound systems, video equipment, applying livery and decommissioning vehicles at the end of their service.
  • The selection, purchase and final disposal of vehicle fleet. This also includes the administration of the fleet ie accident management, procurement of fuel supplies, monitoring whole life costs and provides an in-house advice service on transport-related issues.

Contracts and Procurements

This section provides advice on all aspects of procurement as well as practical implementation of contract letting on a Force, Area and National basis.
